Waterloo Police Captain Rob Duncan will be the city’s next police chief, pending approval by the city council next week. Duncan has served with Waterloo Police since 1997. He began as a patrol officer before working his way to Division Commander of Patrol in 2021. Duncan will replace Police Chief Joe Leibold, who retired last week after 34 years with Waterloo Police.
