Iowa AG Report: Waterloo Police Officers Justified in June Deadly Shooting

Two Waterloo police officers were justified in the shooting of a Waterloo man this summer.  According to the Iowa Attorney General’s Office Thursday, the conclusion was that the June 30th fatal shooting of Kelvin Plain, Jr. by two Waterloo police officers was “legally justified.”  The Attorney General’s conclusion was based on a review and investigation by the Iowa Division of Criminal Investigation.  The shooting occurred on June 30th, but the report from the Attorney General’s Office shows it stems from incidents that started the day before. Investigators said they received a call from a woman on June 29th who claimed Kelvin Plain Jr. was posting social media videos outside her house. Plain returned the next day with a gun.  Officers found him in a park, but he took off on the bike and dropped his gun. Another officer stopped Plain and ordered him to put down the gun before he tased him. They say Plain then fell down, rolled over and shot at officers Jason Chopard and Thomas Schuster, hitting one in the abdomen and another in the leg and chest. Both officers shot back, killing him. Both officers were wounded, but survived.  The Iowa Division of Criminal Investigation said the investigation is now complete.
